Act I 1970s “Child Prostitution”

In Episode 4 of Open Investigation, host Melanie McLaughlin continues her investigation into the disappearance of her childhood friend, Andy Puglisi, and a broader human trafficking ring that thrived in Massachusetts in the 1970s. McLaughlin outlines the extensive network of child exploitation, focusing on the infamous North American Man/Boy Love Association (NAMBLA), which emerged from a pedophile ring in Revere, MA. She recounts how the 1970s was a different era, with loose societal norms allowing child abuse to occur more openly, while child trafficking and pornography networks operated across the country.

McLaughlin’s research reveals disturbing links between prominent pedophiles and organized rings across the U.S., including the Chicago Tribune’s 1977 investigation into a national boy prostitution ring and the uncovering of various pedophile networks in places like New Orleans, Tennessee, Michigan, and across New England. The episode discusses how pedophiles, like any other group, would congregate, exchange materials, and normalize their behavior. McLaughlin emphasizes that while society often brushes off such crimes as isolated incidents, they were, and are, part of widespread, organized rings.

The episode also highlights how many of these cases involved high-profile figures, including businessmen, religious leaders, and community organizers, who used their power to shield their crimes. McLaughlin’s investigation aims to push society to recognize the prevalence of child sexual abuse (CSA) and organized pedophilia, which persists in modern times through cases involving Jeffrey Epstein, R. Kelly, and others.

Act II: Rings Around the Country

This part of the episdoe details organized child sex rings and their role in child pornography. Forensic nurse Ann Burgess, a pioneer in child sexual abuse (CSA) prevention, explores various types of child sex rings in her book Child Pornography and Sex Rings. These include “solo rings” (one adult, several children), “transition rings” (multiple adults and pubescent children), and “syndicated rings” (organized operations involving child pornography and sexual services).

In 1999, forensic nurse Ann Burgess, a pioneer in child sexual abuse (CSA) prevention, wrote Child Pornography and Sex Rings, detailing the structure and history of child sex rings. Burgess identifies various types of rings, including “solo rings” (one adult exploiting several children), “transition rings” (multiple adults exploiting pubescent children), and “syndicated rings” (organized networks involving child recruitment, pornography, and trafficking).

She reveals how networks used industries like trucking to transport children, and how pedophiles communicated through CB radios. Burgess’s research uncovers the existence of pedophile networks across cities like Detroit, Chicago, Dallas, and Los Angeles. A notorious 1976 New Orleans case involved 19 men, including two Massachusetts millionaires, abusing boys through an organized network that used a Boy Scout troop as a front.

Act III The More Things Change The More They Stay The Same

In the 1970s, John Norman created a manifesto for organizing pedophile rings, outlining methods for grooming younger individuals and running camps or nonprofit fronts for CSA. Reverend Claudius Ira “Bud” Vermilye Jr. followed this playbook, running Boys Town Inc., a camp funded by state funds that abused boys while secretly recording them. In Michigan, millionaire Francis Sheldon ran a CSA ring on North Fox Island, accessible only by plane, while in Detroit’s Cass Corridor, another child prostitution ring was uncovered.

Pedophiles rationalized their behavior, often using code words like “chickens” (boys) and “chicken hawks” (men attracted to boys). These activities led to extensive media coverage and Congressional hearings in the late 1970s, resulting in laws like the Protection of Children Against Sexual Exploitation Act of 1977 and the Missing Children’s Act of 1982, along with the creation of the National Center for Missing and Exploited Children (NCMEC) in 1984.

The text highlights widespread child sexual abuse (CSA) and trafficking rings, including high-profile cases like Jerry Sandusky, Jeffrey Epstein, Michael Jackson, and R. Kelly. These cases revealed systemic abuse often hidden by powerful individuals or organizations. Victims, mostly marginalized children, were exploited in nonprofit organizations, foster care, and child advocacy programs.

Melanie McLaughlin recalls her own investigation into CSA rings linked to missing and murdered children in Massachusetts, and her frustration when local law enforcement and media dismissed her findings. Despite numerous unsolved cases, connections to national pedophile rings, and reopened investigations, her efforts were often met with disbelief or indifference.

McLaughlin compares her experiences to famous exposés like the Boston Globe’s Spotlight series on clergy abuse. She emphasizes that CSA has been a billion-dollar industry since the 1970s, citing the creation of organizations like NAMBLA, which advocated for lowering the age of consent.

In 2017, McLaughlin started collaborating with the U.S. Attorney’s Office, resulting in reopened cases. She stresses the importance of believing victims, pointing out that many abusers, like Wayne W. Chapman, had materials documenting their crimes. Child exploitation continues, particularly among marginalized groups, as evidenced by ongoing cases like those at the MacLaren Children’s Center in California.

McLaughlin concludes by urging society to confront the history of child exploitation to prevent future abuses, citing resources like Spotlight, The Keepers, and Leaving Neverland that document the prevalence of CSA. She emphasizes that uncovering the truth is essential, as “truth has no statute of limitations.”
